CSAE is pleased to offer a number of free electronic publications. This is a small but growing library of resources that are available to download.
 
The Harmonized Sales Tax (HST) for Ontario will come into effect on July, 2010 where the Ontario’s Retail Sales Tax (RST) will be replaced with the HST. The HST will have a combined tax rate of 13%-combining the existing 5% federal Goods and Services Tax (GST) and the 8% Ontario RST. The province of British Columbia is also harmonizing its RST with the GST effective July 1, 2010. The HST in B.C. will be 12%.
 
The HST generally applies to property or a service that is acquired for consumption, use or subsequent re-supply in a participating province, Therefore, GST/HST registrants are required to collect the HST on supplies of property or services made in a participating province (except for zero-rated supplies). The HST place of supply rules determine whether a sale made in Canada is made in a participating province (Nova Scotia, New Brunswick, Newfoundland, and Ontario & British Columbia).
 
 
Effective July 1, 2010 GST/HST many registrants will be required to file their GST/HST returns electronically. This will differ from the current paper filing system that most registrants use and will affect registrants currently filing their returns quarterly or monthly.

But this is not easy. There is always a degree of uncertainty about how things will turn out.

It is intended primarily to help not-for-profit directors understand the role of the board in developing and approving strategy, plans and budgets; the reasons for planning and budgeting; and, the processes by which strategies, plans and budgets are typically developed and approved.
 
The Risk Management and Governance Board of the Canadian Institute of Chartered Accountants has developed this briefing to help directors understand the protection available to them under corporate indemnification and directors’ and officers’ insurance. It is intended primarily to help individual directors but boards may also wish to use it for orientation and discussion.
 
The Canadian Institute of Chartered Accountants recently developed an extensive briefing paper on fiduciary duty for directors of not-for-profit organizations. Of all their duties and responsibilities, the most fundamental of these responsibilities is to act in the best interests of the organization they serve at all times, even at the expense of their own self-interest. This is known as a fiduciary duty. The term "fiduciary" is a legal term intended to refer to a person who, because of the position they hold, has a responsibility to act primarily for another’s benefit. There are many different types of fiduciaries but this publication will focus on the role of directors as fiduciaries and the specific responsibilities involved.
 
The Canadian Institute of Chartered Accountants recently developed this extensive briefing paper to help volunteer boards and individual directors better understand their roles and responsibilities. It identifies and briefly discusses the key areas of governance in a not-for-profit organization and, as such, can be useful to prospective, new and experienced directors. The publications should also assist nominating committees and organizers of director orientation and training sessions.

Reforms to Canada’s federal not-for-profit corporations are long overdue. The introduction of Bill C-21 in the 38th Parliament and Bill C-62 in the 39th Parliament represented positive advances for the entire sector in their efforts to replace outdated legislation established in 1917. The Government’s objective of enabling all not-for-profit organizations to adopt and utilize modern good governance processes through its introduction of Bill C-4, Canada Not-For-Profit Corporations Act will offer a modern, transparent and accountable regime for the governance of Canada’s not-for-profit sector.
 
CSAE submitted its comments on Bill C-4 to the Standing Committee on Industry, Science and Technology on March 13th, 2009.
 
This Benchmarking Report on Association Priorities, Challenges and Strategies for the Coming Year provides the results of a survey of 300 US-based trade and professional associations. Not surprisingly, the study found that association executives are working harder than ever with smaller staff budgets and fewer staff just to maintain existing programs and services. Nevertheless, many also regard this time as an opportunity to explore new marketing strategies and tactics in search of a better return on their efforts.
 
CSAE’s Government and Public Affairs Committee recently responded to the Competition Bureau’s draft bulletin on trade associations.
